Our Chief Executive OfficerKatherine Zumbrun, MPA, PGS Chief Executive Officer is a highly accomplished public executive with over fifteen years of experience in health and human services. Before joining PGS, she was the Executive Director of Accessing Independence, a nonprofit company responsible for administering home and community based waivers on behalf of the Department of Public Welfare (DPW). Serving as the Administrative Entity (AE) for the Central and Western regions, as well as portions of the Souutheast region for the Autism Pilot Project, she was responsible for enrolling, monitoring, and training over 150 Medicaid providers in the Commonwealth. In addition, she also oversaw all initial and ongoing eligibility for home and community based services for consumers in this region. Ms. Zumbrun has worked with Deloitte on the redesign and implementation of the Health Care Services Information System (HCSIS) for the OBRA, Commcare, and Independence Waivers, and has been involved in numerous local and statewide advisory groups for persons with physical and intellectual disabilities. As the Director of Information Services, for United Disabilities Services, she was responsible for administering the Special Kids Network in Philadelphia and the seven surrounding counties, and directed major initiatives in case management for persons with physical disabilities, respite for parents of children with special needs, and one of the Commonwealth's first assistance dog programs. Zumbrun has a Political Science degree and a Master of Public Administration from the Pennsylvania State University and attended LaSalle University's Nonprofit Management Certification Program. Our Director of Development Joy Waters Fleming, Esq., is PGS Director of Development. Her prior experience includes assisting various non-profit organizations with strategic planning, resource development and various programmatic initiatives. In her private practice of law, Ms. Fleming has served terms as a Juvenile Master for Dauphin County (PA), conducting hearings for Juvenile Probation and Children and Youth. She also served as a court appointed Arbitrator deciding a wide array of civil matters. Currently she is a special education hearing officer deciding issues related to the program and placement of special needs and gifted students. Having served in every branch of Pennsylvania government, she brings solid insight and practical experience with state level legal and administrative processes. In the executive branch, she was a prosecuting attorney for the PA Department of State. In the legislative branch, she served as counsel to the Health and Welfare Committee of the House of Representatives. She began her career as an appellate clerk in the Commonwealth Court of Pennsylvania. Ms. Fleming has served in various civic organizations as well as on the Board of Directors of Keystone Human Services and Vartan National Bank. She is a graduate of the University of North Carolina at Greensboro and of the Dickinson School of Law. Our Board Chairman & President George Langdon, M.A.,CPM, is President and Chairman of the Board for Premier Government Solutions. He also currently serves asPresident of the Pennhurst Group and Pennhurst Medical Group. Mr. Langdon has thirty eight years of management and administrative experience in developmental disabilities. His particular expertise is in management and operations of ICFs/MR, and large projects for the Pennhurst companies. He has demonstrated effective strategies in leadership and facilitating facility requirements for the Centers for Medicare and Medicaid as well as the Department of Justice. Since becoming a part of Pennhurst he has spent an inordinate amount of time dedicated to best practices of numerous states in issues which have posed the most recent challenges such as crisis intervention, dual diagnosis, problem solving for community service delivery systems, access to oral health and behavioral supports for people with autism.
